Swimming Pool Recreational Project
Pool Update February 2026:
The evaluation committee conducted in person interviews with two highly qualified contract companies interested in Construction Manager at Risk (CMAR) for the NEW Boulder City Swimming Pool Project! During this phase of the project the CMAR team works closely with VCBO design team and city staff to insure design constructability within the established budget. With a CMAR project, the construction company provides the Guaranteed Maximum Price (GMP) for the finished product and assumes the risk of cost overruns. Boulder City's future favorite pool continues to move forward!
Pool Update January 2026:
Staff evaluated the RFP's for Construction Manager Risk (CMAR) to work closely with the design firm VCBO and city staff on planning, cost estimates, and construction of the swimming pool. The top two companies have been scheduled for in person interviews on January 27th during which the companies will present their vision for the project along with details on partnering with design firm VCBO and city staff. Boulder City's future favorite pool continues to move forward!
Final 2025 update:
The city received proposals from interested construction companies bidding to partner with Boulder City on the Swimming Pool project. The companies will be evaluated and interviewed to identify the most responsive and qualified company for the project. In early 2026, the selected Construction Manager at Risk will work closely with the design firm VCBO to ensure design and estimated construction expenses align with the budget. Boulder City's future favorite pool is moving into 2026.
Pool Update December 2025:
The city received the first installment of over $9 million from Tract 350 housing development adjacent to Boulder Creek Golf Course at Adams Boulevard and Bristlecone Drive. Boulder City Residents approved a portion of sale of Tract 350 to fund the Boulder City swimming pool recreational project at the June 2021 Election. The bidding process for potentially securing a pre-construction company is underway, and staff anticipates those services to begin in February 2026. As 2025 comes to an end, the Boulder City Swimming Pool Recreational Project moving forward keeping us on schedule for the targeted 2028 opening date! Boulder City's future favorite pool is on the way!
Pool Update November 2025:
The City has submitted Request for Proposal for a Construction Manager at Risk (CMAR) for the Boulder City Swimming Pool Project. This portion of the contract included pre-construction services working closely with design firm VCBO providing valuable information regarding estimated project costs, timelines and construction ability of the design. Pre-construction services slated to begin February 2026.
Pool Update October 2025:
City Staff has been working with VCBO on the design of the new pool. Staff toured VCBO designed pools and local aquatic facilities to identify potential amenities and features to incorporate into the Boulder City project. Regular design meetings are held to discuss community needs, facility layout, budgetary concerns, and design components all while being mindful of the financial parameters of the project. The next step in the project will be request for qualifications for potential construction companies for the project.
DESIGN stage Update:
VCBO Architecture will be the design firm committed to bring the communities desire for a new pool to life. Boulder City entered into an agreement with VCBO for the design of the new pool on July 8, 2025. The design of the pool is expected to take 9-12 months.
We are in the DESIGN stage of the process:
Staff evaluated nine design firms and selected the most quallified firm for the project. The design firm will take the recommendations from the Pool Ad Hoc Committee, staff input, and the conceptual design as they begin the 12 - 18 month design process.
The recommendations from the Pool Ad Hoc Committee include:
- 10-lane 25X25 competition pool with adequate depth for swim meets and diving board
- 4-lane swimming/instructional pool for open swim, classes, lessons, and water walkers
- Separate heating and filtration mechanics for each pool
- Spectator deck space, family restroom, staff office space, and storage space
- Extra elements if funding permits: roll up doors, outdoor play feature/kiddie pool, and outdoor restrooms
Pool History
The current pool is forty-four years old and has reached a critical point. The City employed SCA Design to assess the condition of the existing pool. SCA concluded that “the building and many components are past their intended life expectancy.” Voters in 2021 approved spending $7 million from the Capital Improvement Projects (CIP) Fund and selling Tract 350 to build a new pool. In 2023, SCA Design updated their estimate after rising inflation increased the cost of construction, and the new pool proposal is now estimated at $36 Million (see below).
Boulder City residents again showed their support for the New Swimming Pool Recreational Project with the November voter approved ballot question for use up to $9 million from the CIP fund for the project.
Background Information
City Council approved the following ballot question for the November 5, 2024 General Election:
Shall the City of Boulder City expend a total amount not to exceed Nine Million Dollars ($9,000,000.00) of currently available funds in the Capital Improvement Fund which is funded from the proceeds of the sale and lease of City lands in addition to the Seven Million Dollars ($7,000,000.00) previously approved by the voters in 2021 for a swimming pool recreational project?
The Capital Improvement Fund currently has more than $12 million in unallocated funds. Current projections show that it will be replenished at a rate of $3 million a year. This measure does not propose to add to, change or repeal existing law, and will not increase taxes or fees.

The current pool is more than forty years old and has reached a critical point. In order to offer the programs that the community has come to appreciate, to keep up with current health code and to be compliant with the Americans with Disabilities Act (ADA) requirements, then-Mayor Kiernan McManus developed a Municipal Pool Ad hoc Committee in 2019 to review alternatives regarding the repair or replacement of the municipal pool, and advise the City Council of possible alternatives.
The City employed SCA Design to assess the condition of the existing pool facility, and determine what improvements are needed to the existing facilities to meet current health and building codes. SCA concluded that “the building and many components are 40+ years old and past their intended life expectancy,” but estimated that it would cost approximately $7.37 million to bring the current facility up to code. SCA Design also developed a conceptual design and cost estimate of $21 million for a new pool facility.
The Committee recommended that City Council approve what they determine is fiscally and structurally sound for the community. The City has a five-step savings plan for a new pool facility that is available below that would not require any taxes to be raised.
During the June 2021 General Election, voters approved Capital Improvement Fund expenditures for any swimming pool recreational project, using the anticipated proceeds from the sale of Tract 350 (land next to Boulder Creek Golf Club), and a one-time appropriation of $7,000,000 from the Capital Improvement Fund consisting of revenue from things like solar leases toward a swimming pool recreational project. This money could be used to repair the existing pool facility or toward a new pool facility. Money in the Capital Improvement Fund that is not spent as approved by the voters may not be spent on any other cost without voter approval.
